Addressing the impact of job loss because of AI, the Economic Survey (2025-26) states that the AI Economic Council is one of “the most urgent responsibilities” and is to “calibrate the pace of AI adoption within the country.”
Additionally, the survey report referred to the AI Safety Institute proposed by the Ministry of Electronics and Information Technology (MeitY) when it released the AI Governance Guidelines. While an AI Safety Institute as a threat-monitoring system is welcome, the report proposed a “light, incentive-based and risk-weighted governance approach” for AI oversight, rather than direct regulation through dedicated AI-related laws. Earlier, MeitY also reiterated that it was not regulating AI. “There’s been a conscious and deliberate approach of not leading with regulation and of making sure that every opportunity is provided to be made,” said MeitY Secretary S. Krishnan last year.
What is the AI Economic Council?
The report said the AI Economic Council will operate separately from MeitY’s proposed AI Governance Group. This body aims to work with “moral imperatives that are sensitive to India’s socio-economic realities.” It added that the council will mainly focus on AI deployment, ensuring adoption follows those same “moral imperatives”.
The report doesn’t outline concrete plans for the future, except for general proposals such as “Every major AI deployment or policy proposal must demonstrate a credible pathway to net social and economic benefit, including employment, productivity diffusion, or public service quality.”
Emphasising ethics, the report said policymakers must draw strict lines around “surveillance misuse, worker monitoring, algorithmic discrimination and opaque decision-making enabled by AI” to clearly define the boundaries of AI deployment.

India is a labour-rich economy, and unchecked automation-driven labour replacement could have destabilising effects, the annual report on India’s economic performance said. It added that the institution must work closely with private sector firms to develop a decade-long roadmap for AI deployment, detailing the types of jobs affected, the regions where displacement will be most concentrated, and the scale of roles that will be both automated and augmented by AI.
It says that the roadmap is important to “moderate the uncertainties surrounding the deployment of AI and inform the roadmap and design of policies required to mitigate the adverse effects of AI on the economy.”
The report also warned that students are increasingly delegating their thinking to generative AI systems, such as large language models. “Combined with the anxiety- and depression-inducing effects of social media use, students’ shirking skills such as sustained reading, critical thinking and analytical writing are only expected to make mental health issues much worse in the future,” it…
