“We must work to stop crimes before they are committed,” stated Union Home Minister Amit Shah during the 26th All India Fingerprint Conference in New Delhi on June 19.
Amit Shah wants to prevent crime before it happens, especially repeat and international criminal networks: “So, there are two ways to approach crime. Earlier, our focus was on catching the criminal. But now, merely catching him is not enough. Once caught, he must go through the judicial process and be punished—so that fear is instilled in the minds of others. And secondly, we must work to stop crimes before they are committed. Crime patterns have to be recognised. Repeat offenders and interstate, international criminal networks will have to be stopped through this.”

Abhigyan app and stop-and-check fingerprint scans of civilians: The Home Minister launched the Abhigyan app at the same conference. Apart from a brief mention of the app, Amit Shah did not explain its functions. According to The Hindu’s report, the app was designed for the following functions:
- Portable scanners linked to smartphones for civilian checks: Using these portable fingerprint scanners, Indian police can now stop civilians, even on the streets, to collect thumb impressions and cross-check them against the NCRB database.
- Database linked to NCRB: The smartphone-level system linked to the National Crime Records Bureau (NCRB) database of criminal suspects and convicts is designed to flag suspects.
“During routine vehicle checks on the streets, biometric scans of any suspicious individual can be conducted to identify persons wanted in connection with crimes. Field officers can get the criminal history of the suspect in a few seconds. This will provide protection to the police officials, as they will be alerted of the presence of a hardened criminal,” writes The Hindu, citing the demonstration at the conference.
Quick context on Hyderabad’s Operation Chabutara: Mission Chabutra is a late-night policing activity by the Hyderabad City Police aimed at preventing crime and so-called public nuisance by dispersing, sometimes lathi-charging, people found on streets or roads late at night.
“When I was going to the bus stop today, the time was around 5:30 am, they asked me to show my ID and then proceeded to write my details in a register and took my fingerprints and my photo. I feel really upset and sad… Is this something I should be worried on. I even said that I’m a student,” wrote a 21-year-old Reddit user seven years ago. This unwarranted, highly sensitive collection of personal data was carried out as part of Operation Chabutra, according to a report by The News Minute.
