The Promotion and Regulation of Online Gaming Bill, 2025 has not been notified yet; these companies are shutting down operations before they are required to. There is no need to take action at this moment. Companies will primarily be focusing on legal challenges rather than operations. What’s important to note from a legal perspective is that this could drag on in court. If the provision banning RMG services isn’t stayed, operators would probably have to shut shop. Most of them are unlikely to wait 2–5 years for a verdict.
What’s the news?
The Promotion and Regulation of Online Gaming Bill, 2025, passed in the Rajya Sabha on August 21, 2025, introduces sweeping restrictions on money-based online games. Provisions 5, 6, and 7 prohibit the offering, promotion, or facilitation of real-money gaming services, including apps that allow users to stake cash on outcomes of skill-based or chance-based play. The bill also bars platforms from processing deposits for such games and establishes penalties for operators that continue to run money-based formats.
Following the passage of the legislation, leading firms in India’s gaming sector have begun winding down or suspending operations linked to real-money play. Dream11, one of the country’s largest fantasy sports platforms, has announced it is shutting down money-based contests. Mobile Premier League (MPL) has suspended all cash gaming offerings and stopped accepting new deposits, while continuing to allow existing users to withdraw balances.
Games24x7, which runs RummyCircle and My11Circle, has halted deposit functions and is preparing to phase out its real-money services. Gameskraft, which operates rummy platforms, has also paused its “Add Cash” option. PokerBaazi, another major operator in the real-money gaming segment, has similarly disabled deposits.
What Companies Have Said
Following the Rajya Sabha’s passage of the Promotion and Regulation of Online Gaming Bill, 2025, several platforms announced suspensions of real-money gaming. According to Reuters, MPL stated: “Effective immediately, we are suspending all gaming offerings involving money on the MPL platform in India.”
Gameskraft also paused operations. Storyboard18, citing a company spokesperson, reported: “In light of the Promotion and Regulation of Online Gaming Bill, 2025, we are pausing ‘Add Cash’ and ‘Gameplay services’ on our rummy apps. Withdrawal services continue to remain available, and users’ funds remain safe with us.”
