India and Spain have agreed to accelerate technical discussions on making India’s Unified Payments Interface (UPI) interoperable with Bizum, Spain’s mobile instant-payment platform, according to a statement from India’s Commerce Ministry. The Economic Times reports that the two sides are still at the discussion stage.
What was decided? The commitment came during Commerce and Industry Minister Piyush Goyal’s four-nation European tour (July 13–18), which took him to Spain, Belgium, and Finland. In Madrid, Goyal met Carlos Cuerpo Caballero, Spain’s First Vice-President and Minister of Economy, Trade and Business, and Jordi Hereu Boher, Minister of Industry and Tourism. UPI-Bizum interoperability was one item on a broader bilateral agenda.
Part of a wider export push for UPI: The Spain talks fit into a broader pattern rather than standing alone. UPI is already live in nine countries, including France, Singapore and the UAE, and India has separately been building real-time foreign-exchange settlement links to support UPI transactions abroad.
Similar groundwork has recently been laid with Qatar (QR-based UPI acceptance at point-of-sale terminals via NPCI International Payments Ltd), the Maldives (a network-to-network agreement to bring UPI to the island nation), and through a postal-remittance tie-up between India Post and NPCI International.
Spain’s Bizum is also not a standalone national project. It is operated by a consortium of Spanish banks and has expanded its cross-border reach. Notably, its 2024–25 alliance with Italy’s Bancomat and Portugal’s SIBS (branded EuroPA) already enables instant cross-border payments among the three countries.
Where does it stand elsewhere in Europe? During the European leg of Goyal’s tour, he co-chaired the third India-EU Trade and Technology Council ministerial meeting in Brussels. In Finland, he discussed fintech and UPI integration with Estonian officials. However, the Commerce Ministry’s statement on the Spain visit did not include details of those discussions.
Addressing the India-Spain Business Forum, Goyal stated: “We must forge early partnerships to maximise opportunities arising from the India-EU FTA,” and introduced a “10x10x10” target aimed at achieving a tenfold increase in bilateral trade, investment, and tourism over the next decade. The FTA refers to the India-EU free trade agreement, which is still under negotiation.
What has not been settled? No commercial agreement, pilot programme, or go-live date has been announced for UPI-Bizum. The statement refers to an agreement to advance technical discussions, which is standard early-stage language India has used before signing interoperability deals with other countries. It remains to be determined whether the link will cover only peer-to-peer and retail payments or also include merchant settlement and large-scale foreign-exchange conversion.
